It's a genuinely uncommon species, documented from lowland forest on Pulau Siberut off southern Sumatra, which is part of why it moves quickly whenever one turns up. Like most Hoyas it's an epiphytic climber at heart, so give it something to twine onto, a chunky airy mix, and bright indirect light, and it will start reaching rather than sitting still.
